Roaming Legendaries

The game is great and all, but one thing annoys me.
The Go Fest that happened in Chicago, IL.
So what I was thinking was that they could make it so at a certain level (e.g. lvl 100) you can get a legendary without going anywhere.
If they add it though, I will appreciate it.
